MAPPA Level 3: Public Protection Challenges
To take place at: The Royal Academy of Engineering, 3 Carlton House Terrace, Westminster, London SW1Y 5DG (just off Pall Mall)
This national training event will address key problems facing the management of MAPPA Level 3 offenders: identification of Level 3 cases (including the 'critical few'), differences in local practice, access to special resources from central government, powers/boundaries, notification problems, mental health issues and advising courts and the Parole Board. Recent developments such as VISOR and plans regarding the use of lie detector technology will also be covered.
Speakers:
Jackie Craissati
is a chartered forensic and clinical psychologist and head of forensic clinical psychological services at the Bracton Centre, Oxleas NHS Trust in SE London. Dr Craissati has a special interest in high-risk personality disordered sexual and violent offenders and manages a number of community projects with the National Probation Service and third sector agencies. She has recently published a paper on the paradoxical effects of stringent risk management with regards to sexual offenders.
Penny Barker
is head of the national MAPPA team at the Ministry of Justice. She is seconded by the NPS-Greater Manchester where she is an assistant chief officer.
Jennifer East
is a Metropolitan Police officer with twenty years of service. Her early career focussed on the investigation of rape and child abuse. She later served as team leader for Operation Jigsaw - a central unit for the management of dangerous offenders. She is currently seconded to the Ministry of Justice as the National Police MAPPA Policy Lead.
John Raine, a detective superintendent with the Cambridgeshire Constabulary, has responsibility for his service's MAPP arrangements.
Andrew Rutherford, who will chair the proceedings, is emeritus professor of law and criminal policy at the University of Southampton. He was a member of the Parole Board from 2001-2008.
CRIMINAL JUSTICE ASSOCIATES has provided training events for practitioners since 1987. Over recent years CJA has run a large number of courses that have addressed public protection issues. Several of these have focussed on MAPPA and YOTS and others have addressed the chairing skills required for MAPPA meetings. This is the first occasion that CJA has offered a training event that specifically addresses MAPPA Level 3 issues.
